Whether you can simply swap your home licence or must take the full course depends on where it was issued. Here's how the routes work, what you'll need, and how a licence fits the wider question of where you choose to live.
Holders of a valid licence from an approved country (much of Europe incl. the Netherlands, the GCC, and others) can swap it for a UAE licence without a driving test — typically just an eye test + paperwork.
If your country isn't on the conversion list, you register with an approved driving school, complete the required lessons, and pass the theory + road tests. Budget weeks to months and several thousand dirhams.
Tourists can drive on an International Driving Permit or rent with their home licence. Once you hold residency, you need a UAE licence — the IDP route no longer applies.

The day you become a resident, driving on a tourist/IDP basis stops being valid. You need a UAE licence to drive legally — don't let it lapse between visa issuance and licence.
